Workers’ compensation law applies to the following employers:

  • California state government and its agencies, cities and counties;
  • Public and quasi-public corporations;
  • For-profit corporations and partnerships;
  • Nonprofit corporations and organizations; and
  • Sole proprietorships.

A person becomes an employer as soon as that individual employs a single person or pays any person to provide service in exchange for any type of remuneration. The law’s definition of “employer” includes any entity that has a person “in service.”1
