What Is the Labor Law Helpline?

CalChamber's Helpline service is a member benefit for the exclusive use of our Preferred and higher members. Our Employment Law Experts respond to CalChamber members' unique workplace issues with personalized information related to employment laws, regulations and court cases.

In addition to speaking with members directly, our Employment Law Experts can sometimes direct callers to relevant resources, including information contained on HRCalifornia and government websites.

How Do I Contact the Helpline?

You may contact the Helpline in one of the following two ways, listed in order of efficiency:

  1. Online. Members will completely fill out and submit the Call Me Request form. Be sure to include as many details as possible regarding your question to ensure that it’s routed to the most appropriate Employment Law Expert, who will call you back.
  2. Phone. Members may also call the Helpline at (800) 348-2262. Be sure to have your membership ID when you call. Leave a voicemail with detailed information about your question and the best phone number to reach you. Your question will get routed to the most appropriate Employment Law Expert, who will call you back.

An online question submitted through the Helpline usually results in the quickest response.

What Are the Labor Law Helpline Operating Hours?

The Helpline is open Mondays through Thursdays from 8 a.m. to 5 p.m., and Fridays from 8 a.m. to 4 p.m. The Helpline is closed for the following holidays in 2026:

On rare occasions, the Helpline will close during normal business hours and outside of these scheduled holidays. Any closure of the Helpline is at the discretion of CalChamber. In these instances, a banner will inform you of the closure.

Who Are the Employment Law Experts?

Each of our Employment Law Experts is a highly qualified and experienced professional supporting California employers on employment law issues. Nearly every Employment Law Expert on the Helpline is an attorney with years of employment law experience. Learn more about our Employment Law Experts

Because the Employment Law Experts Are Attorneys, Can They Provide Legal Advice?

No. The Helpline is not a legal service, and Employment Law Experts do not provide legal representation or legal advice to members. The Employment Law Experts will recommend that you consult with your own legal counsel when appropriate.

If you are an Enterprise Member or higher, you have access to two hours with a law firm (at discounted rates) that has partnered with CalChamber. Contact your Account Manager for more details about this benefit. 

How Many Times May I Contact the Helpline?

Enterprise Members and above may contact the Helpline an unlimited number of times throughout their membership year. Preferred Members may contact the Helpline 30 times throughout their membership year.

How Are My Calls Counted If I Am Limited to 30 Calls?

Every submission through either the online request form or telephone system will trigger creation of one call. If that call is completed by an Employment Law Expert, it will count as one of the 30 calls. If you submit a follow-up question on the same subject matter as a prior call, this follow-up call will not be counted against the 30.

How Long Will I Wait to Get a Response From an Employment Law Expert?

Members usually receive a return call from an Employment Law Expert within one hour of submitting their question. On rare occasions, however, call volume and staffing levels may impact that timeframe.

Can I Just Ask for a Written Response to My Question?

Unfortunately, no. Due to the complex nature of the subject matter, the Helpline service is intended to serve as a conversational forum in which the Employment Law Experts must ask several questions to ensure members’ needs on the particular issue are met. Employment Law Experts do not provide written responses to questions or review any documents.

Why Don't the Employment Law Experts Answer the Phone Directly?

Because questions can involve complicated situations, it's best if an Employment Law Expert can take the necessary time to research the particular issue before returning a member's call. The Employment Law Experts can more quickly answer a member's question if the member leaves pertinent details with Helpline administrative staff or outlines the details in an email query.

The questions are answered in the order received unless the member has indicated a specific time for a return call.

Are Any Topics Out of Scope for the Helpline?

Although most of our Employment Law Experts are attorneys, they specialize only in employment law, so some employee issues that involve laws other than that of employment may be outside the scope of Helpline expertise. Such is the case with the following general topics, for which we’ve suggested some general resources that may help you find the answer to your question.

Taxation: Questions related to taxation, payroll withholdings and tax forms.

The Internal Revenue Service or state tax websites devoted to specific forms, or a payroll tax professional.

Immigration: Questions about obtaining or sponsoring visas for employees. (Experts will answer questions relating to documents used for Form I-9 purposes only.)

The relevant U.S. Customs and Immigration Enforcement website discussing the visa, or an immigration consultant or attorney.

Benefits: Questions related to providing or administering group health plans, cafeteria plans, retirement plans and other fringe benefits.

Contact either the plan administrator for the specific benefit or an attorney that specializes in Employee Retirement Income Security Act of 1974 (ERISA) laws.

Claims and Lawsuits: Questions related to responding to or defending against claims and lawsuits.

Once you receive a claim or lawsuit related to someone’s employment, we recommend immediately consulting legal counsel.

Document Review: Requests to review and/or revise specific employer policies, contracts or other documents.

Review and revision of documents is specific legal advice the Helpline is unable to provide. We strongly recommend consulting with legal counsel about the review and revision of employment related documents.
